Terri,

 Much of it depends upon what is the project entails, too. Can it be supervised
from Japan? At what effort? Might be in the instutution's best interest to make
co-PIs and reduce the effort of the PI going to Japan. Or transfer the grant to
another PI qualified to do the study. Be real careful with effort reporting
here. If I was the GS or PO, it would take some convincing that this long
distance relationship could be managed.

This is a decision for the institution.  I think NIH will not want to get
involved as long as the grant is managed.
