Hi James,
Applying for three years of support and then terminating early after two
years, if necessary, is definitely the way to go if he thinks there might be
a chance that he will need more than two years of support.
I don't know about AHRQ but in my experience with NIH, they will not allow
you to request additional time on an F32 beyond what was originally awarded
even if the proposed extension period is within the three year NRSA time
limit for postdocs.
