Hello --

In reviewing an NSF grant proposal, I've come across a situation where a foreign
subcontractor will be traveling to the USA to attend a conference.  Would this be
considered foreign or domestic travel?  I'm leaning toward an interpretation where
it would be a combination of the two (i.e., the conference is "within the U.S." and
therefore domestic, and the international airfare is foreign).

The GPG isn't very helpful on this issue, and I couldn't find anything relevant in
the archives.
