Hi Kerry,
Did you make sure that the PHS 398 Cover Letter File was not inadvertently
moved from the Optional Documents box on the left side of the main Grant
Application Package page to Optional Documents for Submission box on the
right side?
I think that if you try to submit the application with the PHS 398 Cover
Letter File listed in the Optional Documents for Submission section, it will
produce an error message because the system thinks that you actually want to
submit a cover letter. It looks to see if a cover letter document has been
uploaded and when it doesn't find one, it will list that as an error.
