Very interesting question and I would be interested in the answer too.  On one that we had withdrawn, we are pretty sure that given the timing, it was kicked out by a reviewer meaning it made it to/through the review process.  However, when I called the institute I was assured that the withdrawing of the application happened before the application made it to the specific institute for review.

If, in fact, they are getting kicked out by reviewers then it begs the question of if the process is being applied fairly.

I want to believe that they are being withdrawn before the review but if it is not, then I would agree that the PIs should get the reviews.

Just my 2 cents.  Feel free to give me my 1.5 cents in change ;-)
