I agree it's sloppy, but when up against a deadline it gets the proposal in
on time. You can then deal with the consequences by taking the risk of
rejection and resubmission.  I have had this come up on a proposal with 13
key personnel an hour before deadline.

We had the same problem. Our PI filled his information in this section
by mistake (this was his first Grants.gov application) and when we tried
to delete it -- all the fields became required. I offered the two
solutions -- starting over or filling in n/a in all the fields and
uploading a "blank" biosketch.

He didn't want to submit his proposal with the n/a fields (which I
agreed with), so we started over. Thank goodness he had listened to us
and started his proposal early.

I felt terrible having to tell him we couldn't correct what was really a
very simple mistake.
