We have a professor who is working on an RUI.  He has just learned that one
of his collaborators - the one with the equipment he needs for his research -
is not eligible for an RUI.  Now he plans on using her as a consulant since she
is the one that is well-versed in use of the equipment.

While I'm pretty sure we can include her as a consultant in the budget (if I'm
wrong, please let me know), she would like to include wages for her grad
student for one month during the summer.  Is this allowable?
