OK.  I know this makes me look really dumb, but what does it mean when
status reads: Pending IRG review?

They are definitely holding these proposals to the limitations posted.
One of
our PIs received a letter saying his proposal was removed because he had

over 10 references.  We checked and double checked, and appealed because

both the PI and co-PI had exactly 10 each.

On appeal, NIH responded that their first finding was incorrect, and
that
instead the PI had over one page of references (also a limit)... that
error
finding was valid.
