All applications take time, and therefore money, to prepare. Some, like
these C06s and G20s, take a LOT of both.
If the costs are for the construction/renovation itself (e.g. blueprints),
yes...include in budget. There is a budget line for that.
If the costs are for architects to prepare the line drawings for the
application and help you write the design considerations section, no.
I'm sure that our "submission costs" are also well above 50K.
