We did not do this.  (Certainly, cover letter is not the place.)

Our institutional commitment was described in the REUIRED SECTION in the
narrative.  I think the fact that a statement of commitment is required
within a page limited section means that your attaching text addressing
that issue elsewhere could be seen as an attempt to circumvent page
limits.

With all due respect to your insistent PI, letterhead and signatures mean
less than some serious statements about money committed, past, present,
and future.  The institutional submits the application and must stand
behind the contents.
