WE are working on our NSF ARI Letter of Intent and are interpreting the
guidelines that the SRO can originate and submit the Letter of Intent.
I have gone in and accessed the information and it will allow me to
initiate and complete the project information.

It doesn't appear that the PI must initiate this LOI.  Is everyone else
interpreting this that way?
