Actually all 3 can be development.  The only thing you have to watch is that if you have acquisition there are no more than 2.

Just wanted quick verification on the NSF MRI R2 Program. It states that "at least one of the three proposals must be for instrument development." It's ok if two of the three proposals is for development, correct?
