We have had this same question come up and whether or not the Significance and Need sections are included in the 20 pages. Yes, these are but tables are not. I recommended to the PIs that they follow the FAQ because the NCRR posted the answer after the RFA was released and it was the result of the videocast. There appears to be a discrepancy between the RFA and the FAQ on the page limits.

Given that one could CHOOSE to use tables to present lots of kinds of
information, I'd say that the exemption from the page limits applies
to only those Tables (and line drawings) specifically required by NCRR.
