The false error issue seems to be fixed for now.  We just submitted a proposal through grants.gov and it went through.

To follow up on my earlier message to this list about the file
transmission error, I want to let you know what I just found out from
grants.gov helpdesk.

Only some applicants experience this intermittent issue. Grants.gov IT
department is aware of it and is diligently working to resolve the
issue. We are asked to wait 30 minutes and try again.
