At Penn State, we charge the same rate to the sponsored project regardless of whether the student is a resident or non-resident for tuition purposes.

Subject: [RESADM-L] Resident/non-resident tuition for GA's or students on training grants
I have been asked to gather "what do other places do?" information for my Dean who then will share it with our VP of Research ... and this list is a perfect place to pose our questions :)
At your University, what is the policy and/or practice (relative to tuition) for the following situations?
- a graduate student who receives an assistantship (stipend and tuition): is tuition charged at one rate regardless if the student is a resident or non-resident? Or are non-resident tuition rates charged if the student is such? For example, here at Kent State, graduate students with assistantships are treated as employees with only in-state/resident tuition being charged.
- a student admitted into an educational training program: We have a number of federally funded personnel prep programs which pay students a stipend and cover tuition. Do you charge resident tuition rates regardless of the student's status? Here at Kent the higher, non-resident tuition is charged for non-resident training program students. The concern has arisen that, if tuition is charged at different rates for these supported students, a) perhaps this would be considered as not treating them equally and b) recruitment and acceptance of students could be compromised if, in an effort to impact the largest number of individuals, only in-state students are supported.
We would appreciate any and all information you can share about how your institution views tuition in the above situations.
