I'm having problems submitting DOE supplement and renewal proposals through DOE's IIPS. e-center has been nearly impossible to pull up. Using the e-center2, I have encountered problems with the site disappearing as soon as I click on "submit." I tried the help desk, and my final stop after trying to figure out which menu number to use on my touch-tone phone pad, was "please leave a voice mail." I didn't, but sent an email. Per the instructions on the IIPS, I then contacted the person listed on the Grants.gov application package, Marilyn Oyler. She was very pleasant and instructed me to use Grant.gov, apparently preferred by her office as well. So I did. And so it worked. The email from the help desk I later received merely asked which browser I used and whether or not I had pop-ups blocked. I didn't answer. Grants.gov worked. The point? I would far rather use one system with known issues and known procedures to resolve problems than with half a dozen (or more) different systems with even less accessible help desks and far sketchier "solutions." At the very least, we are able to talk with real people at Grants.gov and get case numbers as system problem verification with a minimum of menu selection on the phone. NSPIRES for NASA and grantsonline for NOAA are fairly straightforward albeit not as robust as Commons or FastLane regarding access to proposal and award information after submission. The rest are just plain unreliable and frustrating to use. I'm wondering if any of the professional organizations (COGR, NCURA, SRA, etc.) are formulating unified correspondences to Chu, OMB, Congress, et. al. Sarah B.
