The multiplication of nonfunctional idiosyncratic systems and the
reversion to paper are truly frightening. Can we all band together and
write our Congresssional delegations, begging them to fully support
Grants.gov but put teeth into the authorizing contract, thus forcing the
contractor to make it work properly or suffer real dollar losses--like
the contract for construction: there is a penalty for every day over the
deadline.
