I hate to seem like a bone-head (as though still working in the late afternoon before a holiday weekend weren't enough of a clue), but I'm trying to submit an R25 Cancer Manpower grant for a faculty member.  In the Cumulative Budget section of the SF-424, the form auto-deducts a fee in Section J.  Two of us have looked at this, and we can't make it go away.

What is this?  The application guidelines specifically say that we can't charge a fee.  I understand that.  But they're deducting a fee.

Thoughts?
