Hello,
 We just received our first award under ARRA.  As I understand it,
any ARRA funding received should be reported as a major program
on the SEFA and for A133 audit. The award we received will start
spending in June 2009 so we will have expenditures to report for
FY09 A133 audit under this major program.  When we told our audit team
(who were on sight this week) about this new funding and
major program disclosure, their indication is that because it is an ARRA
major program and under the Research and Development
cluster, that pulls ALL of Research and Development into audit as a
major program for FY09.  This is their interpretation even
though only the Medicaid cluster was set to be audited as a major
program for FY09.  The R & D cluster is up for audit next year.

Is this the correct interpretation?  So because we will have June 09
expenditures on ARRA, does that really pull in all of R&D for the year?
Any experiences, advise, or guidance would be greatly appreciated.
