Hi group,

The Situation: Children's Mercy Hospital currently has a federally negotiated "Research Rate" with DHHS. We desperately want to establish an "Other Sponsored Programs Rate" to cover our DHHS funded programs outside the research realm. Our first inquiry was to the same DHHS person, we negotiate our rate with currently. He told us that Non-Profit Hospitals can not have an Other Sponsored Programs Rate.

The Question: Is there anyone out there that can prove this wrong? We manage several of these huge studies with several subcontracts (i.e., we work for that F&A). And the fact that DHHS is willing to give us a great Research rate but no other seems, unfair at best. If you could also point me to where this info might be found, so I can tell my administration, that would be excellent.
