There is a reason the person is a Key Person on the project. Theoretically,
the project depends upon that person or persons to successfully conclude the
activity. Any change to that listing could be detrimental to the award.
I am unaware of any owner or grantor that wouldn't want approval of a change
in Key Personnel.

Does anyone know if the prior approval is required for the changes in status
of key personnel for the following sponsors when the key personnel is not
name on the notice of award. Assuming that the changes in the key personnel
do not affect the scope of work.
* ONR
* HRSA
For example, it's required for USDE and NIH when a change in a key person
specified in the award document.
Please advise.
