I have a question about NSF proposals that include major equipment. On
page II-23 the GPG says to "discuss arrangements for acquisition,
maintenance and operation," including a " statement of why the equipment
is severable or non-severable from the physical facility." Does that
simply mean "say whether the equipment is movable once it is installed,"
or do the terms "severable" and "non-severable" have a more specific
meaning?
