I don't see how you can do this with just an abstract.

As I told Laura, we want a full CV, 3 page research plan, other
support, and, for junior faculty programs, letters from
chairs.  Certainly, you need to make sure that people are eligible,
both in terms of discipline and career status.  AND...this level of
preliminary effort gives our committee some confidence that the
potential nominee could actually prepare a decent full proposal!

It IS a lot of work for someone who might not even be able to apply,
but it is accepted by everyone as being the most fair approach.
