PI or research administrator or student (if allowable) always submits on behalf of a university if the application moves through the university (using the University's DUNS number). Otherwise, the applicant might be submitting to a grant for an individual and in that way they are not submitting on behalf of a university but on behalf of their own self. And DOE may simply be acknowledging the possibility that a University has given signature/submission authority to the faculty.
