Everyone at a university represents that university.
On grammar, I'm not sure how the sentence can be interpreted to
mean that we, as research administrators, submit applications on
behalf of PIs. PI or research administrator or student (if
allowable) always submits on behalf of a university if the
application moves through the university (using the University's
DUNS number). Otherwise, the applicant might be submitting to a
grant for an individual and in that way they are not submitting on
behalf of a university but on behalf of their own self. "On behalf
of" simply means "for".

After everyone's comments, I'm now thinking that:
Universities submit on behalf of PIs.
but
There are some officials who actually DO THE SUBMITTING ITSELF on
behalf of the University. And DOE may simply be acknowledging the
possibility that a University has given signature/submission
authority to the faculty.
