You submit on behalf of the recipient, not the PI. The University is the
recipient, which is why we don't submit fellowships-- and you don't have to
send a long list of "but WE do's."

Thanks for the near consensus. My original question stemmed from
confusion about a line in an email from the DOE:
"If your university authorizes Principal Investigators (PI) to submit
applications on behalf of the university, DOE will accept this."
After everyone's comments, I'm now thinking that:
Universities submit on behalf of PIs.
but
There are some officials who actually DO THE SUBMITTING ITSELF on
behalf of the University. And DOE may simply be acknowledging the
possibility that a University has given signature/submission
authority to the faculty.
