The following is what I think goes on with a submission, especially
regarding "Validation"

1. save and submit (and cancel save to save time)
2. enter name and password
3. confirm submission
4. wait (if you use Acrobat you get an nice count down screen)
5.  message in red on application -- PROCESSING DO NOT CLOSE FILE
5.5.  If you use Acrobat you get the red pin, and you double click on
pin
6.  Confirmation message, with Grant number
7.  Wait a while, now it is about 10 minutes
8.  Get a confirming email, with the grant number. and
"Your application has been received by Grants.gov, and is currently
being validated."
"Validation may take up to 2 business days"

The application is not yet validated.

If you look at the list of applications submitted, as an AOR or
EBizPOC you
will not find it in the list.  I do not know if the Help Desk people
can see it either.
If you use the new tracking process, you will get a message
"There is no status available for the tracking number(s) entered."
9.   Within 48 hours, you will get a second message that will state
one of two things
"Your application has been received and validated by Grants.gov and
is being prepared for Grantor agency retrieval and review."
NOW it is validated and will count as being submitted as of the
original confirmation message date and time.
or it will state
"Your application has been received...
However, it contained the following errors and cannot be forwarded to
the granting agency.The following errors were detected:"
This is bad.  Your original Confirmation date and time is no longer
valid.  If the error is something strange,  you can get a case
 number and appeal to NIH to accept a corrected version.  Especially
if this is a false error.  However, if a real error
such as a bad attachment, or wrong DUNS then NIH might not give you
leeway.  I do not recall their current policy.

Once the application has been validated or gets an error, Help Desk
staff can see it for sure.  You can see the status
if you use the new tracking process or log in as AOR or EBizPOC

These are much faster to appear if you use S2S.  Smaller
files and some other advantages.

10.  If application is good, then you get two more messages
Your application has been retrieved by the Grantor agency and is
currently being reviewed.
Your application has been reviewed by the Grantor agency and assigned
an Agency Tracking Number.

11.  Then you get your NIH message.

Let's back up a step or two.

The way I understand it, if you get a received notice from g.g, with
a confirmation number (GRANTxxxxxx) and it is before the deadline,
then you are OK.  You then have 48 hours after the deadline to
correct errors.  If the errors are system errors, or if eCommons or
g.g delays you, then you are still OK--you have your ticket number,
and an explanation that delay was beyond your control.

What have I missed?
