Clarification:
I should have noted that we use Word to create the original files and
then, as Bob said, divide into the required parts and print to PDF using
CutePDFWriter to actually create the PDFs. I did not mean to imply that
we used CutePDFWriter to create the files. Sorry if I confused anyone.

There is some useful text in the the NIH "SF424 (R&R) Application
Guide for NIH and Other PHS Agencies" on page I-12
Maybe in the next edition, the editors will include instructions on
proper file name characters here.
Also, Grants.gov has a list of options

Many people here just use Word to create the original files. Then
divide up if necessary, then print to .pdf. I suspect few people are
using Adobe Acrobat/Professional to make the needed files.
