There is some useful text in the the NIH "SF424 (R&R) Application
Guide for NIH and Other PHS Agencies" on page I-12
Maybe in the next edition, the editors will include instructions on
proper file name characters here.
Also, Grants.gov has a list of options

Many people here just use Word to create the original files. Then
divide up if necessary, then print to .pdf. I suspect few people are
using Adobe Acrobat/Professional to make the needed files.
