Quick question re: subcontracts

Assuming that is NIH (going by the non-modular reference), I also assume
your guidelines state to us the SF424 (R&R), but you will need to check.

On page 86, section 4.8, I find the following quote:
"A complete subaward/consortium budget component (including the budget
justification section) should be completed by each consortium grantee
organization. Separate budgets are required only for
subawardee/consortium organizations that perform a substantive portion
of the project. "

Hello,
I have a non-modular grants.gov application with one subcontract, which
has a subcontract on its own. Does parent application attach two
detailed budgets from each institution or just one?
