I would once again contact NIH for clarification b/c the response goes
against the SPECIAL INSTRUCTIONS (which are present b/c they of course
devisate from the standard SF 424 instructions)

According to the Guidelines for the announcement:
 "Special Instructions for Other Project Information (Section 4.4 of
 SF424 (R&R) Application)

 Item 6. Project Summary/Abstract: Limited to one page. Begin this
 section by stating the broad Challenge Area and the specific Challenge
 Topic that this application addresses.

 Use the following format: This application addresses broad Challenge
 Area (01) Behavior, Behavioral Change, and Prevention and specific
 Challenge Topic, 01-GM-104: Mechanisms of Behavior Change Research.

 Continue with the instructions in the SF424 (R&R) Application Guide."

The standard instructions found in the SF424 (R&R) Application Guide for
NIH and Other PHS Agencies (which references 30 lines..):

 under: 4.4 Other Project Information Component

 "6. Project Summary/Abstract The Project Summary must contain a summary
 of the proposed activity suitable for dissemination to the public. It
 should be a self-contained description of the project and should contain
 a statement of objectives and methods to be employed. It should be
 informative to other persons working in the same or related fields and
 insofar as possible understandable to a scientifically or technically
 literate lay reader. This Summary must not include any
 proprietary/confidential information. Please click the add attachment
 button to the right of this field to complete this entry.
 The first and major component of the Project Summary/Abstract (i. e.,
 “Description”) is a Project Summary. It is meant to serve as a succinct
 and accurate description of the proposed work when separated from the
 application. State the application’s broad, long-term objectives and
 specific aims, making reference to the health relatedness of the project
 (i.e., relevance to the mission of the agency). Describe concisely the
 research design and methods for achieving the stated goals. This section
 should be informative to other persons working in the same or related
 fields and insofar as possible understandable to a scientifically or
 technically literate reader. Avoid describing past accomplishments and
 the use of the first person. Finally, please make every effort to be
 succinct. This section must be no longer than 30 lines of text, and
 follow the required font and margin specifications. An abstract which
 exceeds this allowable length may be flagged as an error by the agency
 upon submission. This would require a corrective action before the
 application will be accepted.
 The attachment must be in PDF format. (See Section 2.6 for additional
 information on preparing attachments.) 7. Project Narrative

Hi All,

I just learned that that the program summary section of the challenge
grants are limited to 30 lines of text?  A department staff member emailed
NIH and received a confirmation that it is limited to 30 lines of text.  I
can’t find any notice updates from NIH for RFA-OD-09-003 that address this
change and according to the guidelines the limitation listed is 1 page.
Has anyone else heard this information? Have you been using the 30 lines of
text or has anyone submitted with a one page summary? If there was an
update can someone please share?
