Does anyone know the rules for applicability of subcontracting plans (for
inclusion of small businesses, etc.) to foreign recipients of federal
funds? In this case, I'm referring to a Canadian institution receiving NIH
funds (above the dollar threshold) as a subrecipient. Do they need to
institute a subcontracting plan?
