If you do a
"Check Package for Errors" and get a Validated result, then as Debbie
says, save the file.  Then Save and Submit is active.

I write this to point out, again, the poor programming done by GDIT
on this system.  You have to save a file before you can save and
submit!  A big files takes a few minutes to save and then another few
to save (again) and submit.  Do a dozen in a day and the time adds
up.

Note that PI agency login is an optional field for the Adobe form so
you can leave it blank and still get a Validated reply from the Check
Package.  IT IS
REQUIRED for NIH, however.

One of our other offices was not able to submit an RC1 today.  The
SAVE and SUBMIT button was grayed out and she couldn’t get it to
work.  Any tips?
