I had the problem of the grayed-out save/submit button the other day. If I
recall correctly how I worked around it:
- I first hit the "check package for errors" button,
- then the "save" button and saved to the desktop,
- and then the "save & submit" button.

I don't know why I had to save it again before I could save-&-submit
(I had just opened it and had not made any changes), but it worked.
