Here is the answer I received from NRCC:

How many pages can the application be?

The entire project narrative can be no more than 20 pages. This includes
all sections. The Significance& Need section as well as the Project
Management section ARE included in the 20 page limit. The tables and line
drawings do not count toward the 20 page limit.

To be clear, the 20 page limit includes specific aims, background, and all
of the parts of the improvement plan including significance and need,
project management, design considerations, equipment, and the project
timeline.

I'm having trouble interpreting the requirements of the C06 announcement.
Does the 20-page limit apply to all of Specific Aims, Background,
Improvement Plans, Significance & Need, Project Management, Design
Considerations, Equipment, and Project Timeline?

The heading for "Improvement Plans" seems to be equal with the other
headings and seems to allow 18 pages for itself, but other parts of the
document suggest that all the parts above are in the 20-page limit and that
the whole document, all parts, cannot exceed 40 pages.
