From our Import/Export control:
"In general, US permanent residents are treated as US citizens.  The
only time they are not is if there is a clause in the grant that
specifically restricts participation to US citizens.  There are some DOD
grants that restrict participation to US citizens, or require
pre-approval for any non-citizens, but it depends on what FAR clauses
are included in the grant.  If it is just something that would be
controlled due to export control regulations, a green card holder
(permanent resident) is the same as a US citizen."

During negotiating a DOD contract, we have to submit information about
"all foreign persons" who will be working on the contract. How is a
foreign national defined for the purposes of the DoD Directive 5230.25
on Withholding of Unclassified Technical Data From Public Disclosure?
Are US permanent residents foreign nationals?
