I contacted g.g help desk to get a case number, and was told "your package is just messed up". When I asked what that meant exactly I was informed that someone other than me must have opened the package in an unsupported version of adobe and that I should download a new application, re-enter all of the information and try again. when I pointed out that I was the only person to work in the package and that we use Adobe 9.0 and 9.1 (both of which are supported) I was then told to "try and resubmit". I have resubmitted. The package has been received and is now undergoing validation. This is a small company with a VERY small research admin office and we have lots of other responsibilities besides submitting applications - pre-award, post-award, human resources, accounts payables and receivables, IRB, etc. etc. It is inconceivable to me that anyone at g.g thinks that this is an appropriate way for any of us to spend our time. Looks like it will be haunting us today! First option is to just resubmit. If that fails the second time, then try redoing the application from a fresh download. It is a shame that General Dynamics Information Technology cannot get this system fixed.
