I usually address the cover letter to the agency. To NIH specifically, I address it to the Center for Scientific Review.

Same problem here. Even though I had the correct version of Adobe, I uninstalled and reinstalled, deleted the original application, restarted re-did the whole thing and resubmitted. I went through the whole process twice before it went through.

Question: to whom do you address the cover letter? My submission was to NIH and I included all pertinent info (a billion tracking and service ticket numbers) on the cover letter they require. Do you address a cover letter to g.g or the retrieving agency? If to g.g, where do you attach it?

We have had this error and were told that it was because the incorrect
version of Adobe was used somewhere in the application creation stream.
That was not the case however. The grants.gov help desk was going to
look into it and get back to me. It has been over a month and no one has
ever gotten back to me. We resubmitted the same package with a cover
letter (that included the g.g case number as it was late by then) a few
days later and it made it through fine.

If you are certain that a correct version of Adobe was used to create
the package then I would suggest that you get a case number from
grants.gov and attempt to resubmit.

I just received the same rejection on a resubmission.  There is nothing
wrong with my application file, and I suspect nothing is wrong with
yours either.  This looks like a glitch with the G.g system, so I will
just try to submit again.

Hello my fellow research admins.... I was hoping I could tap into some
knowledge out there on a string of errors we received from grants.gov on
an application we submitted yesterday.  I have been on hold with g.g for
a while and not getting anywhere.

From what I can tell, it looks like it does not like something in the
detailed budgets, however, this is a modular submission so no detailed
budgets were submitted.

Any thoughts?
