I have been having a lot of problems. The grants.gov blog indicates that
their server went offline at 8am and they don't know when it will be back
up.

I’ve been trying to submit since around 8:00 a.m. I was on the phone
with grants.gov for over a half hour and the representative assured me it
was not their server, but a system problem here. However, upon just
checking the Blog on the grants.gov site, I found the status is yellow and
there is a message indicating that their server has experienced problems
since 8:00 a.m. There are 22 funding opportunity deadlines today. I
have a case number, so I’ll probably just contact eRA Commons to obtain a
number from them as well. Good luck to everyone!
