Where's the money at NIH?

I don't see all the money. NIH is getting about $10 billion. The
total for the 4 programs announced so far is about $1.7 billion.
Assuming OD keeps some, and intramural gets some, and the rest goes
to the institutes and centers. Some have reported the latter to be
around $7.5 billion.
Some of it will be used to support previously reviewed but unfunded
proposals, and there are strong rumors of administrative
supplements. But a lot of money remains.
Will the individual institutes offer, in addition, their own funding
opportunities?
