I had two of these already. Checked with the S2S group as it came
with both forms and s2s.
Here is what I learned from Jeff Miller at Washington

This is one we had quite a bit of in the past.
Fortunately, grants.gov actually has clarified this one, in the
recent revision of their error message document:

Grants.gov automatically reprocesses these applications..."
