Sorry if I am being redundant, in case this is not resolved, here is my take. I think the response before regarding the 44-4444444 was cited from the NIH Adobe Guide From NIH Guide 6. Employer Identification Enter the TIN or EIN as assigned by the Internal Revenue Service. If your organization is not in the US, type 44-4444444. I recall that zeros were ok for unknown DUNS numbers but they do not have a dash (-) at the beginning, just 9 digits, but then a dash if a DUNS +4. Foreign entities can obtain a DUNS number, and if you are dealing with such, you might help them do so. They will need a DUNS number so you can report their subaward to FFATA.
