Hello ListServe Colleagues
 I am looking for some advise on how to handle proposals requesting
faculty salary for proposal type work.  Specifically, a faculty member
is requesting sponsored project funding for "development activities
including travel and research proposal development".  Since A21
indicates that proposal costs normally should be treated as F&A costs
and allocated to all activities of the institution, I'm wondering how we
should handle this.  Has anyone dealt with a similar situation or can
you share what your institution would do on such a proposal?
