Hi Laura,
 I hear that the BIE program FY09 announcement was postponed until this
month sometime.  Originally, the announcement was supposed to be out in
mid-November, but they were waiting for the new Presidential
administration to be in place. I imagine now that the stimulus package is
passed that they may be coming to final decisions and coming out with
something soon.
