Confusing fenestrations: rejections and corrections

Has anyone else realized TOO LATE that the extension of the NIH
correction window to 5 days did nothing to the 48 hour rejection
window and thereby allowed people to work on fixing warnings and
system mistakes without rejection and BEYOND 48 hours thus causing
problem proposals to proceed on to a problematic fate?
(Run-ons sentences are characteristics of sad idiots.)
