We have a similar set up here and have used the evaluator for some grants;
however, this question has come up (usually by me!) because I did not
consider the unit to be external to the College.

Hello – I am new to this listserv; although not an AOR, I work extensively
with our faculty on proposal writing and application preparation.  I posed
a question yesterday to one of our AOR’s and she suggested this listserv as
a resource (thank you Bev).  My question pertains to the evaluation
component of a proposal …

There is a unit on our campus, which happens to be housed in my college,
which provides evaluation services (as well as data analysis, instrument
development, etc) .  They do a lot of contract work area schools, community
organizations, businesses, etc.  They of course could also provide such
service to university faculty.  It has come to my attention that many of
our faculty haven’t tried utilizing their services on research projects
because it was believed the unit was not “external” or “independent”.  My,
and Bev’s, belief was that any qualified person or business could serve as
the external or independent evaluator as long as they were not directly
involved in the project or had any responsibilities for the conduction of
the activities – therefore this unit could indeed provide external
evaluation.

We welcome your thoughts.  How do you or your institution define external
or independent evaluation?  Is there federal definition? (I’ve visited
numerous funding sites and reviewed various RFP’s and find no common
description).
