I'm posting the following question for my colleague Jane -

Can anyone advise how to ensure that LANL and/or LLNL comply with the
terms and conditions that we are obligated to flow down from our federal
contract?  Both parties have been unwilling to sign anything other than
their own unaltered WFO-FIA (work for others funds in agreement).
