I would endorse what Dennis said about the use of Coeus for S2S submissions.
UMB has been using Coeus for S2S submission of proposals since February 2007
and as of October 1, 2008 100% of UMB's faculty use Coeus for routing and
approval of proposals.  We have received outstanding and excellent support
from the Coeus staff.  We have almost completed an interface between Coeus
and UMB's financial system so that Coeus will feed the financial system for
award and account creation.  Some of the benefits of using Coeus for
proposal development include ease of S2S submission, quality assurance of
the data entered into the proposal and award modules which are then used for
account creation.  So in answer to your question about S2S I would say UMB's
experience of S2S has greatly increased submission efficiency.  I would be
happy to answer any questions you have about UMB's experience with its
implementation of Coeus.
