Jeanette,
Last week, our university submitted two proposals to DOE that involved several FFRDC's. I contacted DOE (Carla Winaught) and asked how to budget &/or incorporate them into our proposal. I was told that, although we would not be issuing subawards to these FFRDC's, we should include their funds (from their Field Work Proposal) on the subawards line on the budget form. All federal funds are to be acknowledged in the federal column on the budget form.

Dear Colleagues,
We are submitting a proposal to the DOE which partners with an FFRDC. The FON considers these folks a subawardee but is unclear as to whether or not we are to include their numbers in the subcontract line and provide a budget in addition to their field work proposal. Do any of you have experience with this?
