Yes, it is classified as federal money, because it is federal money.  Although the money had to flow through another entity to get to you, it still comes from a federal funding source.

What is the appropriate way to classify federal pass through monies?

Would you still indicate it is federal monies, even if the grant is awarded
to the state and you receive a subcontract?

Would you still indicate it is federal monies, even if the grant is awarded
to another state university and you receive a subcontract?
